What would you do in this situation?

That is HORRIBLE!!!! People are so lazy and don't care. If the hospital didn't report anything that sucks as well. To put your mind at ease you could call your local police station just see what they have to say. You never know. It might just make you feel better that you, at least tried something to help your brother in law. You seem like a nice person. Good luck!!!!
