Would it be hard Visiting Okinawa?

My Fiance is going to be stationed in Okinawa. Before he goes he's suppose to come home for -_- a FEW days and we're getting married. But I was just having a conversation with him and for some reason he thinks that it would be almost IMPOSSIBLE to see him the 2YEARS that he'll be stationed there...and i have no idea why. I mean i know you have to pay for your own ticket and stuff there...but would there be any reason why he would think that? I kept asking him and he just said it was unrealistic. I even told him that i found really good tickets but I'm sure it's because it'd be far in advance. And then he said something about the base over there being on lock down. Needless to say i was lost & confused.So yea. Help?
