Why do so many people in the U.S. pronounce the "st" sound like an "sht" sound?

I think for men it might be so the sound doesn't seem effeminite or silibant (hissy). I also wonder if it is a State of Mississippi way of pronouncing the "st" sound, particularly by Afro-Americans from Mississippi.
