Family Care Plan Issues?

My husband and I are both in the military. He is PSCing in a few months and I cannot follow him unless I'm a dependent since I don't have enough time in to PCS with him. We have two children and no family care plan for my son who is 7mo. The one he had for our daughter has not been good for some time. I decided to get out on the FCP since we have none and when he leaves I'll have no support. Because I am less than a year from ETSing (11mo) my command does not want to give me any separation pay and has refused my request. I have read the regulation and know it says something about the command "may" separate from not having a FCP but I was wondering if I had any options. Is there any way I can get out and go with my husband do his next duty station?? Any thoughts are appreciated.
