Why are thry givin them money?

because they need help. do you think we shouldnt help the earthquake victims because there in a different part of the world? we are getting rid of all of the insurgents and giving money to the people who are struggling. sometimes our troops have to stay in someones house for the night and we will pay them for letting us(or they dont let us, but we still pay them). if we search someones house and we break there door, we will pay them to get there door fixed. if there was a war over here and you were struggling and didnt have enough food to feed your three kids wouldnt you want someone to help you? Iraq doesnt have a government system that will hwlp them, thats what we are trying to get established over there.
